Drones that respond, inspect and monitor

Dock-based drones can launch within minutes of a call-out, giving first responders and city services a live aerial view, with every flight authorised and tracked through U-Space.

Drones as first responders

Getting eyes on an incident sooner

A dock-based drone can be launched on demand and stream a live overhead view to the people managing an incident. DIP is testing what that adds, and what it costs, in a dense city centre.

International context

National dock-based DFR programmes are under way in countries including Norway and the UK. DIP tests how the model works inside a U-Space in a dense Irish city.

Emergency response with Dublin Fire Brigade

A structure fire or road traffic collision: a drone deployed ahead of, or alongside, first responders.

Measured: Time from incident call to a live overhead video feed at incident command.

Multi-agency: person in the water

A person reported in difficulty on the River Liffey near Dublin Port, involving DFB, the Coast Guard and Dublin Port.

Measured: Dock activation to first visual contact, and the hand-off between agencies.

An Garda Síochána: serious road collisions

Scene assessment and evidence capture from the air, alongside traffic management.

Measured: Time to scene, video quality and whether footage supports investigation.
Municipal services

Supporting city services from the air

Building & development compliance

Suspected unauthorised development or a planning breach in the city.

We assess: Is the output sufficient for enforcement action? Can it replace or supplement an inspector visit?

Traffic incident response

A multi-vehicle collision or blockage on a key arterial route.

We assess: Does the aerial feed support DCC and TII decisions on diversion, signal control and emergency access?

Parking monitoring

Persistent illegal parking in specific urban zones.

We assess: Is the output usable as evidence, and how does it compare with a warden patrol?

Infrastructure & asset survey

Post-storm inspection of bridges, quay walls, public lighting and roads.

We assess: Can outputs feed asset management directly, and what time and cost is saved?

Environmental monitoring

Illegal dumping, water-quality events, coastal and river monitoring.

We assess: Detection rate, response-time improvement and evidence quality, using visual and thermal payloads.

How we assess

Every service is assessed the same way

Performance dimensions
01
Response time

Dock-to-airborne, transit to scene, first image on screen

02
Live video feed

Quality, latency, stability and operator usability

03
Information content

What is captured: resolution, coverage, completeness

04
Decision support

Does it improve the operator’s situational awareness?

05
Airspace integration

Flight authorised and tracked through the USSP in real time

06
Operational reliability

Battery, weather tolerance, return-to-dock performance

07
Regulatory compliance

BVLOS authorisation, flight logging, incident reporting

Broader criteria
08

Can several agencies see the same live feed at once?

09
Data custody

Is footage stored securely, attributed and retrievable?

10
Privacy compliance

GDPR and human-rights implications of urban drone use

11
Operator workload

Usable under pressure by non-specialist staff?

12
Cost / benefit

Estimated saving against the traditional response
